Here is a post about an EV for sale, perhaps under $5000. It's said to need new batteries and a charger. Note the GM S-10EV has the same drive components as was used in the GM EV1.

A few people have asked about the S-10EV pickup. It's one of the
factory GM ones, as I understand it there were only 63 of these sold.
I think he said it was was from a utility co auction in so calif. It is a
1997 with 4400 miles on it. He doesn't have a charger for it. I
looked it over thinking about buying it but bought the Solectria Force instead.
