Good effort with good financing.  i'm not sure about his business plan though, since there has to be a better way than buying 4000 cheap cars from China, removing the ICE and making them NEVs!  Nonetheless, the article illustrates many of the issues that such an effort faces (safety laws, technical, distribution, etc.).

If there were enough volume I would think they would.  Over here in Elkart where they make all the RV's they buy chassis's with motors or chassis's with Cabs.  A complete vehicle minus the engine maybe do-able but you may be close to the sticker price.
