i highly recommend reading the articles i linked on the Tesla Motors announcement opening their technology, the EV Fast Charging Standards issue and Open Hardware EVSE and Charger being considered for the Dakota project.

My talked discussed the eMotorWorks JuiceBox EVSE which they have developed as open hardware.  i've since discovered another open-source/open-hardware EVSE that i prefer called "open-evse".
