Interesting... a hydraulic fluid used to capture braking energy...  The article says it's 'new', but i seem to remember such a hybrid idea being patented in the early 1900's.  Either way, i encourage all creativity that leads to a better mousetrap (aka more efficient transportation).   Kinetic energy-->potential energy and potential energy-->kinetic energy...

I think this idea also surfaced in the 70's to reduce engine idling but never actually went into production.
